1) Can build in the world.
2) Have a wider selection of tools to use.
3) Can teleport to other players.
Moderator
All the privileges of builder plus:
1) Can mute players.
2) Can put players in jail.
3) Can teleport to other players.
Sniper
For moderators who show interests in learning how to use it. They have all the privileges of moderators but with a plethora of more tools.
Admin
They want it. They can do it.
